Background: By law, every large gas utility in Colorado must submit a Clean Heat Plan for greenhouse gas emission reduction to the Public Utilities Commission. Xcel's plan, now under review, is the first and farthest-reaching. The PUC's ruling on the plan, due in 2024, will affect air pollution, consumer energy bills, and climate policy statewide for years to come.
